Mr Percival, a man from a poor background who has worked his up to a senior position in the Royal Household, is in love with Queen Victoria. His colleague Mr Popinjay comes from an elevated family, and he has fallen for someone equally unacceptable to society – but for the opposite reason: working-class cleaner Gertrude.

Neither Percival nor Popinjay think that they will ever find happy union – that is until they goad each other into taking a chance to make it work…
